Summary: “This Vulnerability to Corruption Assessment (VCA) examines the numerous challenges that Afghans disabled by armed conflict face obtaining financial benefits promised to them by law. Many of the corruption vulnerabilities identified in this process are similar to those identified in previous VCAs, including a significant number of lengthy, convoluted, and at times seemingly arbitrary steps. While the process contains a high number of steps, nearly all of which constitute discretionary transactions conducive to bribery, influence, etc., there is one significant difference…”—(page 2).
