General note Summary: “The Kambarata 1 and Kambarata 2 hydropower projects in Kyrgyzstan were identified under the Soviet regime as logical additions to the integrated Central Asian Power System (CAPS). In 1993 the projects were the subjects of an evaluation study funded by the United State Agency for International Development (USAID) and carried out by Harza Engineering Company. The World Bank and other international financial institutions, donors, and government agencies have expressed continued interest in the linkages between water and energy in the Aral Sea Basin. In this context, Kambarata 1 has attracted attention because it would help to resolve the long-term winter electric power shortages in Kyrgyzstan that, in turn, exacerbate conflicts between the use of water for irrigation and energy generation in the Syr Darya basin”—(p.
