Summary: “The government of Islamic Republic of Afghanistan believes that taken together these initiatives will prove successful in dramatically reducing the insurgency. Over time, these measures will bring needed services and new prosperity to the most remote villages of Afghanistan further reducing the frustration and helplessness that leads to violence. The development of this ambitious agenda is only the beginning of a challenging path. To be successful, the GoIRA will translate this ambitious agenda into work closely with the donor community to put together the detailed plans that will transform this agenda into programs, benchmarks and milestones. This plan will guide the work that will ultimately improve the lives of Afghans and provide the path for a strong and sovereign Afghanistan”—(p. 71).
