Summary: Summary: “Over 80% of the population is dependent on agriculture. Of the total land area of Afghanistan of 65 million hectares (ha), only 12% is arable. About 30% of total arable and permanent cropland was irrigated in 1999, mostly for wheat and horticulture. The existing irrigation systems are operating at low efficiency rates of about 25%, indicating that there is considerable scope for reducing”—(p. xiii).
