Nevertheless, the international community can play a role in shaping a sustainable Afghan-led process. In the short term, this effort will require (1) recognition of inherent tensions in the current U.S. strategy as well as within the regional geopolitical environment; (2) clarity about how overwhelmingly U.S.-led coalition military operations and the mendicant aid economy influence key stakeholders’ incentives; and (3) a focus on using eight years of painful lessons learned to guide future policy”—(p. 10).
