Summary: “The Afghan government has for many years been able to spend only around half its development budget-a serious concern given the pressing need for investment in Afghan infrastructure. Rather than tackle the root causes of this problem-including lack of public participation, centralization of budgeting and procuring powers, undue political influence, low capacity of the civil servants, and lack of leadership-the government has sharply reduced development spending in its most recent budget.
