“This Project Management Plan (PMP) has been prepared with input from the project delivery teams and sets forth procedures and responsibilities for the development of the Helmand Valley Water Management Plan. The work will be consistent with US Agency for International Development (USAID) mission with the cooperation with the Afghanistan Ministry of Irrigation, Water Resources and Environment (MIWRE) and Ministry of Water and Power (MWP). This PMP is intended to be a living document which will be revised as needed by US Army Corps of Engineers (USACE) and the customer, USAID, during the life of the project. This document establishes responsibilities and procedures, consistent with the Project Management Business Process of USACE, to be followed during the course of project execution and represents the corporate commitment of the entire project team”—(p. 2).
